Надзвичайний і Повноважний Посол, Президент ВГО Асоціація платників податків України, Віце-президент Асоціації платників податків Європи Грігол Катамадзе виступив на 18 Всесвітній Конференції платників податків

24 травня 2023 року Надзвичайний і Повноважний Посол, Президент ВГО Асоціація платників податків України, Віце-президент Асоціації платників податків Європи Грігол Катамадзе був запрошений Всесвітньою Асоціацією платників податків виступити он-лайн у форматі відео-конференції з зрозумілих, об’єктивних причин на 18 Всесвітній Конференції платників податків в місті Прага.

Всесвітня Асоціація платників податків привітала міжнародних делегатів, які приєдналися до обміну ідеями та найкращими практиками для просування справи обмеженого та підзвітного уряду.

Приємно відзначити, що особисто Генеральний секретар Всесвітньої Асоціації платників податків Крістіна Береше посприяла ефективній реалізації промови Президента ВГО «Асоціація платників податків України» Грігола Катамадзе в максимально коректному форматі, в зв’язку з нинішньою ситуацією в Україні.

Грігол Катамадзе почав свій виступ з привітання колег – учасників Конференції та подяки Президенту Всесвітньої Асоціації платників податків містеру Джону О’Коннелл за надану можливість виступу.

Зокрема, Грігол Катамадзе зазначив, що Асоціація платників податків України є членом Всесвітньої Асоціації вже 22 роки (з 2001 року). «За цей період дуже багато змін відбулося в Україні. Але те, що відбувається нині з 24 лютого 2022 року — після того, як країна, яка, перебуваючи по сусідству, мала би бути добрим сусідом, вторглася військовими силами в Україну і мала на меті знищити незалежну українську державу. Дякую мужньому українському народові, Збройним Силам України, Президенту України Володимиру Зеленському, який очолив цей історичний опір російській імперії, ось вже  505 день крок за кроком, кілометр за кілометром звільняємо українську землю від ворогів».

Далі, він від імені Всеукраїнської громадської організації «Асоціація платників податків України», яка об’єднує понад 3,5 тис. компаній-членів подякував народам і країнам, які об’єдналися в потужну коаліцію, яка підтримує Україну політично, економічно та, що не менш важливо, військовою допомогою.

Президент ВГО АППУ, зокрема, відмітив, що незважаючи на війну, на важкі умови для ведення бізнесу, український бізнес продовжує жити, працювати, а Асоціація платників податків України це «міст між бізнесом і державою» і робить все можливе, щоб створювати максимально прийнятні умови для ведення бізнесу.

Грігол Катамадзе розповів колегам про стан справ у роботі Асоціації: «Я очолюю Асоціацію ось уже 8 років і всі ці роки ми намагаємось переконати владу ухвалити новий податковий кодекс (чинний діє з 2011 році) зі скороченою кількістю податків та їх ставок». Потім він навів для розуміння колег два приклади, зокрема: «навантаження на фонд оплати праці сьогодні в Україні консолідоване кількома податками 41,5%. Наша пропозиція поступове зниження впродовж трьох років сукупного податкового навантаження на фонд оплати праці шляхом об’єднання податку на доходи фізичних осіб і єдиного соціального внесок в один податок — податок на доходи фізичних осіб зі встановленням єдиної його ставки в розмірі 25%. Сьогодні податок на прибуток в Україні становить 18%. Законодавство України дає змогу компаніям оптимізувати цей податок і, відповідно, лише 10% від усіх зареєстрованих в Україні компаній транспарентно платять цей податок, 90% — оптимізують. Тому ми запропонували замінити податок на прибуток податком на виведений капітал».

Наприкінці своєї промови Грігол Катамадзе зазначив, що залишає для колег, розрахунки втрат українського бюджету і відзначив, що є ще ціла низка новацій, які пропонують експерти Асоціації платників податків України.

Наприкінці свого виступу Президент АППУ Грігол Катамадзе, звертаючись до  Президента ВАПП Джона О’Коннелла та Генерального секретаря Крістіну Береше запросив їх та представників Всесвітньої асоціації платників податків взяти участь наприкінці листопада цього року в засіданні чергового XV з’їзду, який пройде в день 25-річчя створення Асоціації та побажав членам Конференції, їх країнам та родинам Миру.

На запитання, Девіда Вільямса «Що можуть члени конференції зробити для України», Президент ВГО АППУ в черговий раз подякував країнам — учасницям коаліції, які допомагають Україні та відповів дуже просто:  «Ми просимо, щоб колеги-учасники Конференції звернулися до своїх Урядів із закликом продовжити активну військову підтримку України. І що найбільш важливо, вирішити питання про надання Україні сучасної потужної авіації і активніше допомагати силам протиповітряної оборони».

Виступ Президента АППУ Грігола Катамадзе  був сприйнятий із симпатію, оплесками та загальною підтримкою європейських колег.

On May 24, 2023, Ambassador Extraordinary and Plenipotentiary, President of the UNGO Taxpayers Association of Ukraine, Vice President of the Taxpayers Association of Europe Grigol Katamadze was invited by the World Taxpayers Association to speak online via video conference for obvious, objective reasons at the 18th World Taxpayers Conference in Prague.

WTA welcomed the international delegates who joined to exchange ideas and best practices to advance the cause of limited and accountable government.

It is gratifying to note that the Secretary General of the World Taxpayers Association Cristina Berechet personally contributed to the effective implementation of the speech of the President of the UNGO «Taxpayers Association of Ukraine» Grigol Katamadze in the most correct format, due to the current situation in Ukraine.

Grigol Katamadze started his speech by greeting his colleagues — participants of the Conference and thanking the President of the World Taxpayers Association Mr. John O’Connell for the opportunity to speak.

In particular, Grigol Katamadze noted that the Taxpayers Association of Ukraine has been a member of the World Association for 22 years (since 2001). «During this period, a lot of changes have taken place in Ukraine. But what is happening now since February 24, 2022 — after the country, which was supposed to be a good neighbor, invaded Ukraine with military forces and aimed to destroy the independent Ukrainian state. I am grateful to the courageous Ukrainian people, the Armed Forces of Ukraine, and President of Ukraine Volodymyr Zelenskyy, who led this historic resistance to the russian empire, and for 505 days now, step by step, kilometer by kilometer, we have been liberating Ukrainian land from our enemies.»

Then, on behalf of the All-Ukrainian Non-Governmental Organization «Taxpayers Association of Ukraine», which unites more than 3.5 thousand member companies, he thanked the nations and countries that have united in a powerful coalition that supports Ukraine politically, economically and, last but not least, with military assistance.

In particular, the President of UNGO «Taxpayers Association of Ukraine» noted that despite the war and difficult conditions for doing business, Ukrainian business continues to live and work, and the Taxpayers Association of Ukraine is a «bridge between business and the state» and does everything possible to create the most acceptable conditions for doing business.

Grigol Katamadze told his colleagues about the state of affairs in the work of the Association:

«I have been heading the Association for 8 years now, and all these years we have been trying to convince the authorities to adopt a new tax code (the current one has been in force since 2011) with a reduced number of taxes and their rates.» He then gave two examples for his colleagues to understand, in particular: «the burden on the wage fund in Ukraine today is consolidated by several taxes at 41.5%. Our proposal is to gradually reduce the total tax burden on the wage fund over three years by combining the personal income tax and the unified social tax into one tax — the personal income tax with a single rate of 25%. Currently, the corporate income tax in Ukraine is 18%. Ukrainian legislation allows companies to optimize this tax and, accordingly, only 10% of all companies registered in Ukraine pay this tax transparently, while 90% optimize it. That is why we proposed to replace the corporate income tax with an Exit Capital Tax.».

At the end of his speech, Grigol Katamadze noted that he leaves the calculations of the losses of the Ukrainian budget for his colleagues and noted that there are a number of other innovations proposed by the experts of the Taxpayers Association of Ukraine.

At the end of his speech, the President of the Taxpayers Association of Ukraine Grigol Katamadze, addressing the President of the WTA John O’Connell and the Secretary General Cristina Berechet, invited them and representatives of the World Taxpayers Association to participate in the meeting of the next XV Congress, which will be held at the end of November this year, on the day of the 25th anniversary of the Association and wished the members of the Conference, their countries and families peace.

When asked by David Williams «What can the members of the Conference do for Ukraine», the President of the UNGO TAU once again thanked the countries — members of the coalition that help Ukraine and answered very simply: «We ask that our fellow members of the Conference appeal to their governments to continue active military support for Ukraine. And most importantly, to resolve the issue of providing Ukraine with modern, powerful aviation and to provide more active assistance to the air defense forces.»

The speech of the President of the UNGO TAU Grigol Katamadze was met with sympathy, applause and general support from European colleagues.
